In his speech, he said that "mass entrepreneurship and innovation" are the source of economic vitality and the way of transformation and upgrading. The report of the Nineteenth National Congress of the Communist Party of China proposes to stimulate and protect entrepreneurship and encourage more social subjects to engage in innovation and entrepreneurship. This has pointed out the direction for further promoting the development of "mass entrepreneurship and innovation". At present, China's "double innovation" is evolving to the stage of technological innovation as the core and innovation in the production field as the focus. The trend of integration and development of "double innovation" and industrial upgrading is obvious, showing a series of new trends and new characteristics. First, the "double innovation" field is more focused. The second is the deep integration of technological elements. Third, the transformation of achievements is more active. Fourthly, the combination of "double creation" and industrial upgrading is close. Fifthly, the ecology of "double creation" is more perfect. Yin Xingmin, a famous economist, Professor of Fudan University and deputy director of China Economic Research Center, has deeply interpreted the topic of how the "double creation" economy has intervened in the "one belt and one way" national development strategy. He pointed out that the next step of "Double Creation" in Guangdong, Hong Kong, Macao and Shenzhen should focus on the following three aspects: first, government departments should support the transformation of high-tech enterprises to a business system that emphasizes both R&D, manufacturing and technical services on the basis of marketization. Secondly, we should increase resources to basic research and applied research departments in a super-fast growth way in order to build and improve the global technological development capabilities of Shenzhen, Guangdong, Hong Kong and Macau. Third, we should stand at the height of global technology, attract and gather global scientific and technological resources, in order to speed up the construction of scientific and technological innovation system and move towards an "expert society".
